E-Invoicing in Finland

Finland is on the Road to E-invoicing

In Finland, starting April 1, 2021, based on the e-invoicing act (241/2019) and the implemented European standard 2014/55/EU, all invoices issued to the government must comply with standards for electronic invoicing. 

Invoice formats accepted in Finland are Finvoice 3.0 and TEAPPSXML 3.0. As part of the process of electronic invoice exchange, data on the invoice is validated in relation to the European Standard EN16931.

Although B2B e-invoicing is not mandatory in Finland, it is becoming more and more popular and beneficial for business. In the field of invoicing, B2B companies with an annual turnover of over EUR 10,000 have the right to request e-invoices from their suppliers in accordance with the Finnish e-Invoicing Act 241/2019.

Who is obliged to use e‑Invoicing in Finland

B2G invoicing is mandatory in Finland. Although B2B e-invoicing is not mandatory in Finland, it is becoming more and more popular and beneficial for business.

E-invoicing process description

Finland has no state platform, but businesses can choose a private supplier such as Peppol, eBilling, Handi service, or Post Network Service to generate and send invoices.

What is the required format of an e-invoice

Each e-invoice format must be compliant either with the European standard on eInvoicing  or national standards: TEAPPSXML 3.0 or Finvoice 3.0.

Platforms used in Finland are eBilling service Handi, Post Network Service or the eInvoice operators' network.

Archiving requirements for e‑Invoicing in Finland

Required storage period is 6 years +1 from end of accounting year.

How integrity and authenticity may be ensured?

Any method to ensure integrity and authenticity is allowed, therefore it may be for example Advanced electronic signature (AES).
