е-TTN 2024: Experimental project for Domestic Transport

After an extended experimental phase of development, the electronic consignment note project (e-TTN) in Ukraine is finally entering a new stage. On May 30, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 629 on the implementation of an experimental project on the introduction of electronic consignment note in the field of domestic freight transportation.

According to the resolution, this stage of the general e-TTN project will last two years.

The main objectives of the project are:

  • Implementation of e-TTN in domestic freight transportation
  • Integration of the e-TTN system with state electronic information resources
  • Preparation of proposals for the legislation improvement in the field of road transport

The project coordinator is the Ministry of Infrastructure of Ukraine (full name – the Ministry for Communities, Territories and Infrastructure Development of Ukraine). The participants include the State Service of Ukraine for Transport Safety, the Ministry of Energy, the Ministry of Agrarian Policy and Food, the Ministry of Internal Affairs, the State Tax Service, other state services, as well as EDI platforms operators and specifically business representatives as direct participants in freight transportation.

The Ministry for Communities, Territories and Infrastructure Development of Ukraine is primarily working on the approval of the project of the e-TTN system operating procedure. Within this project, the following will be defined: 

  • The technical administrator of the project
  • The procedure for joining EDI providers to the project
  • The order of interaction between project participants

Representatives of the Ministry of Infrastructure state that the project of the e-TTN system operating procedure must be approved within three months from the adoption of Resolution No. 629, i.e., by the end of August 2024. Further steps of the Ministry of Infrastructure after its approval will concern:

  • Development of technical requirements for the modernization of the e-TTN system
  • Development and approval of requirements for digitalization of special forms for certain groups of goods (bread, bakery products, dairy products, wood, petroleum products, alcoholic beverages, etc.)
  • Information updates on the e-TTN project, its regulatory framework and the list of providers on the official website

According to the plans of the Ministry of Infrastructure, during the active implementation of the experimental project, comprehensive integration of the e-TTN system with other state electronic resources (weigh-in-motion system, сonsignment notes register for the movement of alcohol, wood accounting system, etc.) will be ensured. The State Service of Ukraine for Transport Safety will carry out e-TTN registration checks, and the Ministry of Infrastructure will monitor the processes of using the enterprise system. The data security measures in the e-TTN system will be carried out in accordance with the legislation on the data protection in information and communication systems.
