ViDA Initiative Drives Digitalization with E-Invoicing Pilot and Electronic VAT Certificates

The EU's push toward tax process modernization under the VAT in the Digital Age (ViDA) initiative has gained significant momentum with two major developments: the launch of OpenPeppol’s ViDA pilot and the introduction of an electronic VAT exemption certificate.

Testing the 5-Corner Model: OpenPeppol’s ViDA Pilot

As part of the ViDA framework, OpenPeppol initiated a pilot program in December 2024 to evaluate the viability of the 5-corner model for addressing the e-invoicing and digital reporting requirements (DRRs) stipulated in the proposal. The program seeks to validate the Peppol Network’s capacity to support these requirements and complement existing continuous transaction controls.

The pilot, set to run until Q2 2026, involves 101 participants, including tax authorities, Peppol administrators, service providers, and businesses. Their goal is to design an e-invoicing and DRR infrastructure that ensures compliance with intra-community requirements while fostering an adaptable and viable test platform. The results of this pilot are expected to provide a roadmap for implementing the ViDA regulations effectively.

Revolutionizing VAT Exemptions with Digital Certificates

Another critical step in the ViDA initiative is the adoption of an electronic VAT exemption certificate, which eliminates the need for paper-based certificates. Announced by the EU Commission on December 10, 2024, this directive introduces a digital alternative to streamline tax processes and enhance efficiency in cross-border transactions.

During a transitional phase, traditional paper and electronic certificates will remain valid. However, the original four-year transition period (2026-2030) has been shortened to a single year (2031-2032) to allow tax administration time to manage IT upgrades and distribute the costs of implementing ViDA across a longer timeline.

The compulsory implementation of electronic VAT certificates will be limited to scenarios involving transactions between two member states, provided the exemption is not processed through a refund mechanism. Finalizing the format and IT specifications of these certificates will require further collaboration among expert groups, with details to be outlined in Commission implementing acts.
