Italy Extends B2C Healthcare E-Invoice Ban Through 2025

Italy has officially extended its ban on issuing e-invoices for B2C healthcare services until December 31, 2025. This extension comes under the Milleproroghe Decree 2025, converted into Law No. 15/2025, and applies to healthcare providers required to submit data to the Health Card System (Sistema Tessera Sanitaria).

The exemption covers services provided directly to end consumers by doctors, dentists, private healthcare facilities, and other healthcare professionals. The decision reflects ongoing concerns about patient privacy and GDPR compliance, as transmitting sensitive healthcare data through Italy’s e-invoicing platform, the Sistema di Interscambio, poses security risks.

By maintaining this exemption, Italy continues to prioritize data protection while balancing the broader push for digital invoicing.
