  • Assessing the potential implementation of Continuous Transaction Controls (CTC) models.

Current State of Electronic Invoicing in Ireland

At present, electronic invoicing is not a requirement in Ireland. Businesses can choose to issue invoices and other documents electronically based on mutual agreement between the parties involved. However, any electronic invoicing system used by an Irish VAT-registered business must meet the following criteria:

  1. It must generate, store, and archive electronic records and messages in a format that aligns with the country’s VAT rules and ensures the data is easily accessible for audits.
  2. It should be capable of reproducing any required record in paper or electronic format, depending on the situation.
  3. Electronic records must be kept in an organized system, allowing retrieval using identifiers such as the issuer's or recipient's name, the message date, or the document’s ID number.
  4. The integrity of the document content must be safeguarded, the source of the document must be verifiable, and a reliable audit trail must be maintained for both the transaction and its supporting documents.
