Germany's E-Invoicing Updates: ZUGFeRD Version 2.3 and New BMF Guidance
Germany is advancing its e-invoicing framework with recent updates, including a new ZUGFeRD format version and detailed guidance from the German Ministry of Finance (BMF) on the upcoming e-invoicing requirements.
ZUGFeRD Version 2.3 Enhances Compatibility with French Standards
On September 18, 2024, FeRD (the German Electronic Invoice Forum), in collaboration with FNFE-MPE (the French Electronic Invoice Forum), introduced ZUGFeRD version 2.3.
This updated hybrid e-invoice format is designed to support interoperability with France’s B2B e-invoicing requirements by adding new elements to the EXTENDED profile.
Users of the EXTENDED profile are strongly encouraged to upgrade to version 2.3, especially as it now allows rounding inaccuracies—a feature absent from previous versions, helping to streamline cross-border invoicing processes.
Updates on the E-Invoicing Mandate
On October 15, 2024, Germany’s Ministry of Finance published the final version of its guidance on the e-invoicing mandate, which provides essential clarifications for taxpayers as they prepare for compliance.
The latest updates in the final version include:
- Image Storage Requirement: Hybrid invoices with image data, such as booking notes, must be stored in their original form to meet tax documentation requirements.
- Email and Mailbox Clarification: Taxpayers are no longer required to establish a separate electronic mailbox for receiving e-invoices; an existing email address is sufficient for compliance starting January 1, 2025.
- Additional Invoice Format Option: Peppol BIS is now recognized as an acceptable European e-invoice format, in place of the previously mentioned Italian FatturaPA, aligning German requirements with broader European standards.
