Estonia Expands E-Invoicing Rules from July 2025
Estonia is actively advancing its e-invoicing framework, with new regulations set to take effect on July 1, 2025. The Estonian Government aims to broaden the adoption of e-invoicing within the private sector by streamlining the registration process for e-invoicing recipients.
Changes to E-Invoicing Regulations in Estonia
On September 18, 2024, the Estonian Parliament passed amendments to the Accounting Act. Starting July 1, 2025, all businesses registered as e-invoice receivers in the business register, including all public sector entities, will have the authority to mandate that their suppliers submit machine-readable electronic invoices. This regulation aims to facilitate smoother transactions and enhance overall efficiency in the invoicing process.
According to the approved amendments:
- Self-Registration: Companies will be able to register themselves as e-invoice receivers rather than relying solely on their e-invoice operators.
- Flexible Invoice Formats: Parties involved in a transaction can agree on any invoice format that suits their needs.
- Standard Format Requirement: If no specific format is agreed upon, the European e-invoice standard format (EN 16931) will automatically apply as the required format.
